PHP capability is restricted to COE groups, faculty, or staff and
is not typically available to students.

If you qualify and start using PHP on the COE server you should
know that we generally don't allow for the web server to be able to
write to the file system as a security precaution.  In order to do this
we need to make special arrangements.  Our policy is to disallow
the running of scripts from any writable space.
